i have replaced all the bushes with uprated powerflex bushes and put on new arms and links
could it be the steering rack or the steering box

The most likely cause is the steering rack.
the steering column on a bmw has universal joints in it. maybe two but not 100% sure. one will be down where the column joins the rack and the other inside the car just above the carpet by the pedals. if you changed everything else and there is no play in these joints then i think you may be looking at a new rack. drive safe everybody.
