This is often referred to as the "Clown Nose."
What is it for? It has 2 possible uses, depending upon your options.
As previously indicated, it is the blinking red LED indicating the doors are locked and security system is activated. It can also be the day/night setting on the mirror if you do NOT have an auto-dim mirror (on other cars it is a flip lever... this one twists).
It activate the "tint" to prevent headlight glare, just twist it like a knob.

It blinks when the vehicle is locked if your car is equipted with an alarm. If not, just for looks, but dealership can program it to blink even without alarm apparently.
